Some links were moved, so we fix the URLs.
Links to https://developer.arm.com/ are weird, 403ing to the bot but
passing for users.
We also remove three links to github profiles that do not exist anymore.

    of the document. Create Changes for next release if it does
    not exist. Notice that changes that are not modifying the
    content and rendering of the specifications (both HTML and PDF)
    do not need to be listed.
  • When modifying content and/or its rendering, I have checked the
    correctness of the result in the PDF output (please refer to the
    instructions on how to build the PDFs
    locally
    ).
  • [Removed with the other PR] The variable draftversion is set to true in the YAML header
    of the sources of the specifications I have modified.

The old one is deprecated, the newer one is a fork.

Recommended fork is broken, passing links that are 404 for users but not
for bots that can follow the redirects.
Some links were moved, so we fix the URLs.
Links to https://developer.arm.com/ are weird, 403ing to the bot but
passing if we change the user agent.

developer.arm.com fetches result in 403 in GitHub Actions. Here we do
a wrapper to ignore 403s that come from that domain only.
