Summary

Creates a governance-only Owner discovery report for the authoritative product backlog after the repository governance reorganization.

Key findings:

  • Active backlog SSoT is dev/build/ProjectInstructions/backlog/BACKLOG_MASTER.md.
  • Older roadmap/backlog content still exists under dev/archive/legacy-docs-build/roadmaps/.
  • No tracked planning files appear lost, but some detailed roadmap information is stranded in archive and not fully merged into the active backlog.
  • Recommended strategy is to keep BACKLOG_MASTER.md as the active backlog and merge still-relevant planning details into that model, rather than creating a competing PROJECT_BACKLOG.md.
