Summary

Moves developer-only local runtime/bootstrap entrypoints into dev/local-runtime/ while preserving the public npm command surface.

• Moves start-dev.mjs, start-local-api-server.mjs, and team-port-config.mjs from dev/scripts/ to dev/local-runtime/.
• Updates package.json command targets while preserving command names.
• Updates targeted tests, validation references, and Project Instructions/backlog status.
• Does not move API/server app files or www/ browser files.

Playwright was not run because this PR moves local developer entrypoint paths without changing local web route behavior.
