Add opt-in OpenTelemetry to the cmsmon-py base image: helpers/otel_setup.py exports metrics, traces, and logs via OTLP/gRPC when OTEL_ENABLED=true. Installs opentelemetry-exporter-otlp, copies helpers into the image, and documents usage in the README.
This will allow any python Docker images using cmsmon-py to be easily instrumented and monitored through the Opentelemetry collector.
