Pull request overview

This PR adds a new MSBuild device integration test intended to guard against regressions where incremental Release builds produce a corrupted LZ4-compressed assembly store that causes the app to SIGABRT at startup (issue #12162).

Changes:

  • Add a new device test that installs and launches a Release/CoreCLR app, performs an incremental rebuild + reinstall, and verifies the app still launches successfully afterward.
