Revert the per-instruction local-variable debug snapshot (#261) and the
scalar-first type-directed value decoder (#269).
These two pieces are the foundation of the local-variable tracking work,
but the full story — emission, decoding, and the tracer render/decode
integration — is being reassembled into a single PR to review as one
coherent change. Reverting them from main until that PR lands so main
holds only reviewed, complete work.
No functional change beyond removing the two additions; main returns to
the state prior to them.
