Raises the min_players of gravity_generator_blackout.dm to 3

Test server booted fine. Did not have 3 players connected to confirm the min_players works, but I trust that it works the same as other events.

As discussed, I'm not really sure why GitHub thinks I'm 18 commits ahead of the main repo, but as you can see I'm not.

Why is this good for the game?

This will reduce the likelihood of new arrivals having to fix the gravity generator before they do whatever they wanted to do, which to many players is somewhere between impossible and annoyingly difficult.

Of course, anything over 0 means that the station doesn't simply fall into disrepair while it sits empty, but 3 feels like a good number to ensure at least one will either have access or have the burglary skills to make the round less frustrating.

See above, simply booted server.
