Read full-pipeline elite status in UI

Adds UI helpers for reading full-pipeline elite evidence status.

• Reads elite evidence JSON from full pipeline output
• Maps elite_guarded_ready to Direct Ranker Elite Guarded
• Maps elite_guarded_strict_ready to Direct Ranker Elite Guarded Strict
• Keeps needs_more_evidence / blocked / missing evidence safely disabled
• Adds dashboard rendering for full-pipeline elite status
