Adds a minimal local smoke test runner.

Runs release candidate safety check
Runs focused MVP pytest targets
Supports strict release check after code is committed

Validation:

python -m pytest tests/test_local_smoke_tests.py passed
python ./run_local_smoke_tests.py passed
