Adds Maintainer Radar to the Pull Requests section.
Maintainer Radar is a read-only GitHub Action and local CLI that generates PR triage reports for maintainers. It fits alongside the existing pull request linting, stats, and automation actions in this section.
What makes it different: it runs before code review to help maintainers choose where attention should go first. It can also produce time-boxed review plans with editable draft follow-ups, while staying read-only and not posting comments or mutating PRs.
